Es un documento ,al portador ,acreditativo de que se ha depositado una cantidad determinada en el  Instituto Nacional de Vivienda, con motivo de un alquiler y representando la fianza del arrendamiento,  que al finalizar ese contrato (de alquiler) se le devuelve al inquilino, si se ha cumplido correctamente , si no serbiría para abonar diferencias.

Extinguido el contrato de arrendamiento, corresponde al propietario gestionar la devolución de la fianza, a cuyo efecto presentará el “Papel de fianzas” correspondiente y una declaración jurada en la que exprese que el contrato ha dejado de surtir efectos.
La devolución se hará, contra la entrega del “Papel de fianzas” y de las declaraciones juradas, por la entidad recaudadora y abonando el importe de la fianza a la persona portadora, previa identificación de su personalidad.
